We know that the Minor Pip cards are 10 in number, for each suit. Thus, this may suggest a system of pairing Major cards, which add up to a final number with a base of 10x2: that is, 20.
Indeed, the Majors neatly divide into three divisions of seven categories (3 x 7 = 21) and this fits with the Majors’ higher message. This may then suggest that the Majors divided into two divisions of ten (2 x 10 = 20) fits with the mundane and terrestrial message of the Minors. In other words, we can discover the meaning of the Minors by arranging the Majors into a Base-10 format, which then illuminates the Major pairings.
In this system, the Majors are paired that add up to twenty (2 x 10 = 20).

Given the challenges of the Duplicate Number System, perhaps the 2x10 System rectifies some of the numerological conundrums. Perhaps, one can discern more synchronistic fits between the number symbolism. We propose that you lay out the Majors in pairs according to this system (or indeed both systems) and experiment with its meanings. In this system, the strength and solidity of IIII-L’Empereur perhaps is mirrored in the formidable tower of XVI-La Maison Dieu.
Indeed, both systems offer at once its own clarifications and its obscurities. Thus, some Tarot de Marseille scholars more simply associate only the first 10 Major Arcana with the Minors and avoid the awkward pairings.
Some Tarot de Marseille scholars resolve what seems to be awkward pairings. The reader of the Marseilles Tarot is offered these various ideas for consideration.
