I guess I will post my own ideas:

2's are a pair of hands, beginning something new
3's are a pair of hands and a head, growth or output
4's are two hands and two feet, a plan or course of action
5's are two hands, two feet, and a head---the number of man, results
(here we depart from merely "the physical"
6's are pathways to be taken
7's are magical, and signify the tools we pick up along the way
8's are our goals and destinations, though not final
9's are material means by which we complete the cycle---things
10's are completion and a beginning again (Aces)

It is important however to look at the patterns of the pips on the cards themselves. What holds true for one deck may differ slightly from another depending on how the symbols on the cards themselves are arranged.

Of the method in which the numerals are related to the trumps I developed a method I call "squaring the circle" to associate each trump with a numeral:

Divide a square in to 9 cells:

7 8 9
4 5 6
1 2 3

Discard Le Fov and place 1-I, 2-II, etc.; discard the X then return placing XI in cell 9, 8-XII, etc. and discard the last two [XX and XXI].

The two cards in each square therefore add up to XX:

1 = I bateleur and XVIIII Sun
2 = Papesse II and XVIII Moon
Etc.

Marc O. Rainville (ROM) discusses the pairing of trumps that add up to XX on his site here (french):

Each row and each column adds up to 60, and 6x60 = 360, "thus squaring the circle."

The ascending trumps you could use with the ascending suites, swords and sticks, the returning trumps with the descending suites cups and coins [however, you can exchange around your own preferences]. The three trumps and Le Fov with the 4 Xs [choose as you feel the most appropriate].

We could also be linked to the neo-Platonic process triadic emanation [1-9], [10] conversion and return [9-1], for the three graces, neo-Platonic symbols of the "unfolding" Union of triadic "infolded" in coming, whose number is six [Capella, Agrippa].

Emanation and return we can relate to the "two forms of movement," [the third term being of rest], the first form of motion away from being "one" and called "war", the second form "to the one "and called" love ".

Thus the numerals are related to the rules of the game tarot, two combinations that are ordered from low to high, and two high to low.

LOW

The rules of the ascending and descending scales parallel ladder symbolism when, for example, the low rung may be numbered the first from the bottom or last down from the top, the next second from the bottom or the umpteenth by the high.
